VICTORIA, B.C. – The BC Green Caucus is pleased to share the third quarterly progress report from the Cooperation and Responsible Government Accord (CARGA) between the BC Green and BC NDP caucuses.
“This quarter highlights meaningful progress on issues that matter to British Columbians,” said Rob Botterell, MLA for Saanich North and the Islands. “We’re looking forward to building on this momentum in the next few weeks.”
CARGA provides a framework for collaboration on shared priorities like housing, climate action, and health care. Through this agreement, the BC Greens continue to push for evidence-based policies and long-term solutions that deliver real results for people and communities across the province.

The latest report highlights progress on each item negotiated between each party, and is not limited to the initiatives which gained significant progress within the third quarter listed below:
As of June 30, 2025, 3,613 units of rental and affordable housing are complete or underway toward the 7,500-unit target, supported through provincial housing funds. Expanded funding for SAFER and RAP has increased financial support and eligibility, helping more than 30,000 additional households and driving applications up 40% for SAFER and 167% for RAP
Additionally, a 40-bed temporary shelter in Powell River, announced in July and funded through the HEART initiative, reflects progress on emergency housing and services. Through CARGA, $30 million was secured in 2025 for the HEART and HEARTH programs to expand shelter capacity and strengthen support for people in need.
The interim report for the Provincial Forest Advisory Council (PFAC) is now available at pfac.ca. The council will advise on advancing forest stewardship and supporting workers and communities that depend on the forest sector.

Background
On March 12, 2025, the BC Green caucus and BC NDP caucus reached an agreement for the Cooperation and Responsible Governance Accord. As part of the accountability measures within the agreement both parties are continuing to report out on progress every three months.
This is the third quarterly report released and covers the time period of July 31, 2025 to September 30, 2025.
